I could see arguments for a few others.

Terry Jenkins?
The thing with Terry Jenkins is that it was the occasion of a major TV final that seemed to spook him, and he always seemed to have very tough opponents every time. But Terry never seemed scared of any player, and has beaten them all on TV in big matches before a final. He was a particular nemesis for Barney in a lot of knockout TV matches.

Jenkins always lost to better players in his finals imo

Chizzy's big chance was vs Cullen in that Masters, which he blew. The missed match darts vs Price in the 2020 WGP SF were also criminal considering it was unheralded, then-jobber Dirk awaiting in the final
