I wouldnt be touching Joe cole with a barge pole. Nedum onuha won't get many games, and I'm not sure where Stephen Ireland will end up this year.

Other than that, they are pretty decent.

In terms of Joe cole or Ireland, James McCarthy or David Dunn are both good options. Scott Sinclair at Swansea takes penalties and scores a lot as well in midfield for 2.5m.
