Can someone explain this to me please.........

Using a hosepipe to water a garden, water plants, fill a pond or clean outdoor surfaces are all banned as are filling and maintaining ornamental fountains.
Disabled people with blue badges are exempt,

Never mind, they were using hoses to spray the lawns outside Parliament House yesterday and I'm sure that warms the hearts of us all.

Grass areas for the olympics and paralympics also exempt, blue badge holders getting a double helping.

Perhaps it's because cripples need more water to survive, so they need to top up the excess fluid on the brain?

Someone in work has suggested it may be because cripps cant carry heavy watering cans from the kitchen/bathroom in the house?
