The game of darts has largely resolved this question itself, for better or worse.
For the last twenty years at least, quality is measured by reference to averages. Even more so than trophies; we can all think of instances where players have won major titles but questions have been asked about the 'quality' needed to win it. That reference point is almost always the averages of those involved.
Darts players, male, female or a combination of both, who average 75 on a consistent basis are not 'quality' players. They may be competitive in weak fields, but that doesn't change the underlying position. This is especially so when they are consistently 10-15% poorer than the best players in the field.

my definitive quality shooters are the top 31 in the OoM
which means that at #32, martin lukeman didn't quite make the cut.
that's too bad.
in the pro tour rankings, I'd move the quality throwers lower down to #37 and above.
tough luck lukeman. wrong side of the bubble again.
year-to-date rankings? 14 and above are pure quality. they stink to high heaven of quality.
hey, what a strange coincidence! lukeman just bombs out again for the 3rd time.
