John Terry's representatives have released the following statement.
"Mr. Terry is disappointed that the FA Regulatory Commission has reached a different conclusion to the clear not guilty verdict of a court of law.
"He has asked for the detailed written reasons of the decision and will consider them carefully before deciding whether to lodge an appeal."

As much as I despise Terry he has a point, how can he be label guilty if the law finds him not guilty.

Can they revise a punishment upwards if it's appealed?

That goes against natural justice. Even in employment law a sanction can't be increased because it's appealed

Not if the panel thinks its a frivolous appeal to defeat the ends of said justice.

Nope. He gets hammered for the costs of the appeal & extra games added.
It is well known so as to ward off frivolous appeals.
