I watched a replay of Shepherd vs Mardell the other day, it really took me by surprise how quiet the crowd was in that first year of Ally Pally, so it's not an arena of that size which makes crowd control impossible (although it doesn't help). Around 2005-2009 time, what John Part called the "football crowd" were only really at the Premier League while the other PDC televised events continued to be more like a "golf crowd". This then started to change so that the "football crowd" began to take over everywhere, with many people wondering "what happened to the best of order?" and "why are the crowds allowed to loudly boo players going for doubles?". When you advertise an event as basically being a piss-up then surely there can be little complaint when those attending act like they're on a stag do? The booing and whistling is only to be expected given how they portray the sport. The PDC have let it carry on for so long now they've made a massive rod for their own backs. Actions, such as over the top crowd control, limiting drinking, throwing people out or the players walking off / refusing to play on will be called out as being heavy handed.

The crowds have always been like this in a way, look at the old Brissy games, loads of heckling from crowds. Thing is back then they actually watched the game.

They were mostly like a golf crowd though, a few incidents aside like a fan throwing a lager can at Bristow (that was an England vs. Scotland game, I believe). Those golf like crowds can be noisy and rowdy at times, but they are still very interested in the game and come across that way. If they did get over the top, there would be the caller telling them to stop or security warning them or throwing them out.
The football like crowd are a different breed, often focusing more on other sections of the crowd, having a piss up, and a loud generalized noise, and when they do get hostile with a player then it's really nasty, loud booing on doubles, cheering their failures etc. The attitude from those in charge changed to "That's the way things are now".

I assume by that stage the clientele wasn't that bad. First time I attended the PL in Manchester was 2009. Fast forward to 2011 and 2012 in the same arena and the crowds were very different. IIRC, football shirts were banned in an attempt to prevent conflicts, but that policy wasn't really effective.
