I would like 4. Other types of players will suffer excessively if it goes too high. Maybe donate the 2 Dev Tour spots to the Challenge Tour, to make it 4. Does the Dev Tour need to offer cards?

The 2 tour cards spots are necessary as an incentive to play the development tour. Without that incentive there, I think we'd see less players on it.

They used to offer a card to the Nordic/Baltic tour, but Viljanen rarely used it and they stopped. Look at Haupai Puha on 5 points, bloke is potentially turning his life upside down (or right side up?), if there were far fewer cards available at Q-School, would he bother?
