I don't think that's entirely fair but still would be a part of the criteria. The thing is, you can't make it up as you go along

Let’s be honest, somebody with only a passing interest in darts is more likely to tune in and see the likes of Barney play than say Henderson ( who they most likely won’t have heard of)
I think the idea of getting someone like John Lowe in is a great idea as a one off. It’s likely to generate more interest/more tv viewers. The players on tour have had their opportunity all year to qualify.
I’d rather John Lowe get a decent payday than some player just missing out as John Lowe has done more for darts and didn’t have the luxury of the huge purses available today ( with the exception of his £102,000 for hitting the 9 darter in 1984)
It’s About money and creating interest in the sport.
What was the biggest story in darts last year? Fallon Sherrock. I knew people who have no interest in darts know about her and what she did at the worlds.
What would make a bigger story and get more viewers?
John Lowe winning a couple of matches or John Henderson?

Create a separate legends tournament for all I care. Heck, put them in the PL instead of the contenders, why not? It would be more interesting for sure. But not the worlds.

I think it would probably be acceptable to give every (unified or PDC) world champ entry to the PDPA qualifier. Those extra 2 players are shite anyway and if they didn't manage to qualify from the pro tour they can get to fuck. If Taylor, Barney or Lowe turn up and win the qualifier then it's fair thing. But you can't parachute someone who hasn't played a competitive game for a decade into the event.
