Gregory has been a top level player for over a decade who despite not having won much has undoubtedly always been in contention to do so.
King has been relevant for over 25 years now to an extent greater than that of aforementioned Stevie B. Although not having won that many important titles, like Gregory and probably even moreso, there has not been a tournament where he hasn't had a great run, often multiple times.

Part won three world titles. And reached a few finals in a time that was pretty abysmal for darts (2002-2005, no one remembers those years). End of achievement list.

Also I've explained before my reasons why Part's three world titles are less impressive than any other title apart from his 2003 title which he deserved because Taylor was inferior that day (and even then he only won 7-6).

Michael Smith has had great runs but never won a big one. Whilst Mike Gregory was one of the top players in the world for a time, I never considered him for top 20.
