Download INinja Proxy from the Google extensions to your Google Chrome browser. And change it to California or Florida. I usually use one of those two locations.
Or you can download Opera Browser and change the VPN location to 'Americas'.
Google Chrome > Search "Google Chrome Extension" in Google > First link and search "INinja" > Should be the top extension > Add to Chrome > It should appear in the top right corner of the Google Chrome Browser > Change to California or Florida > Then go to the PDC website and log in.
