Yeah, that's been a recurring theme for as long as the tour card system has existed. Heck, it took major player complaining just to let the non-card holders into the UK Open qualifiers back in 2011 when Q School first ran - the original plan was to be completely shot of anyone who didn't make it into the 128 tour spots. The Challenge Tour similarly seems to be seen not as a valuable foundation, just a necessary evil.

I suppose it's partly motivated by Hearn thinking this lower-tier stuff isn't really the PDC's job to begin with. The Development Tour can at least be justified as a player discovery tool (ditto the international tours the PDC supports), but I doubt the Challenge Tour with all its retread players would exist at all if the BDO hadn't been such a mess for so long.
I see both sides of the argument, I would double the cards to 4 but I don't think it's that big of a deal leaving it at 2 either.

Forgive my ignorance but what is this weekend going to determine? Just the order of who gets a ticket to PCs 1-10 in the event of dropouts? Or is there more?

That is probably the most important thing about this weekend, yes, do well and you can Edhouse your way to the World Championships, if not, it'll be very difficult to do so. Of course there are tour cards, a place at Ally Pally and UK Open 2021 places up for grabs via the CT, though it's possible to make up for a poor start and still make those
