He won Lakeside in 2000, and made the final the next year. He was also seeded 2nd for Lakeside 2004 and 2005. I know rankings around those periods were not always reflective. Warriner, Manley and Lloyd were ranked above Taylor occasionally. But Ted wasn't a terrible thrower.
I would have always ranked Taylor and Barney above him. Part was also probably better for much of the mid 2000's. But Ted probably crept into the top 5 occasionally in the 2000's. At the least, a case could be made for him.

Hankey had his days, and put a few of them in a row every so often. wasted too many years on the BDO shower of shit circuit. Over rated most certainly. I would put Hankey and Part in some general proximity...maybe...Part getting the edge as he did beat Taylor for a WC. But both could go missing for long stretches and then hit a purple patch.

Aye, Part's victory over Taylor to win the 2003 PDC Worlds is superior to any win Hankey ever had.
Hankey's semi-final with Mason was very good, but it's not quite the same as beating the greatest darts player ever in a world final is it? Especially considering Taylor averaged a shade under a ton in that final.
