I know it's an exbo, a pairs event, and the international concept weakens the field (would Whitlock and Heta wins a pairs event in a field consisting of the PDC's top 32?), but it is a TV event.

White has a News Of The World final from the 90s and a SF in the 2019 PC as his best TV results. And that's after a decade of being in, or close to, top 32 in the PDC. Heta has only been in the PDC's top 32 for 3 years or so.

It's still too early to write off Heta as a TV player and he did win that Brisbane event as well.

It is concerning that his TV form always seems a few points below what he does on the floor. At the moment I think his career has more in common with Justin Pipe than Ian White.
