will someone, for example, who is 21 and tried and failed to get a card at q school be able to shoot in both the appropriate challenge AND development tours?

Yes. Keane Barry featured in both the challange and dev tour last time.

Interesting that there's a tour card and place at the Worlds on offer for the winner of each, probably fair given how tough a tour it is, I wonder which regional route will lose a spot? I suppose India isn't in a good place at the moment...
