13th on CT could well be good enough to play pro tour. Many weaker players will win cards. Now whether he would have a chance keeping his card or would perform poor that is impossible to predict. But I don't think it's a stretch to predict that many players of similar ability will be on the tour. Some will progress their game, others will stagnate or regress. Due to Mitchell's age it's unlikely he would step his game up. Then again being in the top 16 in the Challenge Tour I think still deserves respect. When you look at the quality of players outside of that, Klaasen, Plaisier, Dom Taylor, Spellman, Pilgrim, Bialecki, Girvan etc. Some of these are probably better than Mitchell as well. He's not going to set the world on fire but no one would be shocked if he won his card back and did alright on tour.
