Was quality in this when he first appeared but has sunken to a mean level of challenge tour last 16 at best kind of player since

As established, it's a misleading stat due to Mitchell's inconsistency.
13th on the CT is about right for a player of his ability. A solid journeyman, but not quite good enough to play on the main tour.

That's probably more of Deacon shortcoming than a strength of Barrs'.

13th on CT could well be good enough to play pro tour. Many weaker players will win cards. Now whether he would have a chance keeping his card or would perform poor that is impossible to predict. But I don't think it's a stretch to predict that many players of similar ability will be on the tour. Some will progress their game, others will stagnate or regress. Due to Mitchell's age it's unlikely he would step his game up. But I'd like to see him give it one more go.

It's not really.
He's over 50 now and he wasn't that good even in his prime. Best case scenario at his peak was a Deano level career in the PDC and even that may have been a stretch. Now, he'd probably be Ross Montgomery level at the most.

He's over 50 now and he wasn't that good even in his prime. Best case scenario at his peak was a Deano level career in the PDC and even that may have been a stretch. Now, he'd probably be Ross Montgomery level at the most.
Funny enough Ross is 67th in the yearly rankings. Judging by that it's not out of the question Mitchell could keep his card if he can be solid and qualify for Ally Pally

At this point in his career, he's not.
Then again being in the top 16 in the Challenge Tour I think still deserves respect. When you look at the quality of players outside of that, Klaasen, Plaisier, Dom Taylor, Spellman, Pilgrim, Bialecki, Girvan etc. Some of these are probably better than Mitchell as well. He's not going to set the world on fire but no one would be shocked if he won his card back and did alright on tour.

Also keeping your card is a tough cutoff. I don't think finishing outside the top 64 automatically means you are a failure. Possibly up to 70-75th I would give the benefit of the doubt.
