Because they are. Guyana and Suriname just thought they'd have more chances of qualifying when playing the North American qualifiers.

Yep and Kazakhstan and USA have both been trying to get EBU so they can participate

To be fair, it's not that hard to understand why Israel isn't playing football matches against the likes of Iran, Lebanon, Egypt, etc.
