It's clearly spelled out in the PDC's rules and has never changed in the twelve years that the tour card exists: Players in the top 64 at the end of the year get a one-year card with money retained, end of. Doesn't matter what their previous tour status was or what else they've done.
Stupid interview question by the Online Darts guy. Not sure if he himself is clueless how it works, or if he just willfully goaded Williams into making a useless comment. And the Dartsnews guy just obliviously summarised it for his page as though the whole exchange had some actual relevance. Darts journalism at its best.
