1. It's so the lower ranked players aren't considered as forgotten about, and they get a bit of competitive action

2. You can bet on it, so people will spunk all their money on it

The PDC Home Tour II will be broadcast through PDCTV and bookmakers' websites worldwide
It's pretty much the entire point. Sponsors are the biggest casualties of events not being run, they need to make money somehow.

Have they said that? Don't remember them ever announcing either way that the original Home Tour was getting a GS spot until the final announcement the other day
