3.6 If a player withdraws from a Premier Event due to personal or disciplinary reasons before the draw for the Event has been announced by the PDC, the next highest available non-qualified player from the Order of Merit (or if required in the case of the World Championship, the qualifying route) through which the unavailable player qualified will be invited to participate in the Event. Smith seemingly pulled out before the 18th when the PDC made the draw official on the website. Thats why they bunched everyone up for him, but not for Mensur. Seems very unfair , so technically if Wright had pulled out Webster could be no1 seed . Well no, he is just taking his spot, no sane person thinks he would be the top seed. Tennis works in exactly the same way, if Nadal pulled out of an event after the draw is done a lucky loser gets shoved straight in the draw in his spot.
