I'll caveat this by saying I haven't watched the video, but would I be right in saying that only those who had enough money on their OoM total to stay inside the top 64 even after taking a year off would be affected by it?

I think if they adjust it the main things to do would be to
1) allow players (at least those from far flung places) to apply for a deferral for a year so they can sort things out. Many wouldn't realistically be able to apply for a sportsperson visa until they have the tour card, and without that visa they are more restricted in what they can do to earn money.
2) change the rules for new tour card holders so that it's a percentage of events, including an expectation that they play in the UK Open.

Tbf even some European players have shit to sort out in their personal lives upon becoming a tour card holder which means they can't play the UK Open, I remember Hempel couldn't get started until after that point and he ended up qualifying for the Worlds and keeping his card after 2 years

Most of the possibles in your lists have qualified for the Players Championship Finals, so have an opportunity to win some more money there.

Also, Martijn Kleermaker has talked about resigning his tour card, so with Rafferty currently not in either the PCF or WC, it's possible that a player only needs to finish in 65th to keep their card.

Van Dongen could overtake Rafferty by reaching the 3rd round of both PCF and WC.
