IIRC Porter stated years ago that the floor qualifiers exist to give TC holders more opportunities to qualify for TV events. In turn, giving the TC more value.
Of course, I don't think that approach is appropriate for a Grand Slam event that is meant to showcase PDC event winners over the full year.

Grand Prix would be a better choice for this. Remarkably in 2019 4 of those players were Euro Tour winners, I don't think any other year has seen any ET winners not make it.
