Yes it is you only need PDC.tv for Friday.

The further-flung World Series events are nice because they give experience to players who wouldn't get it otherwise, but this event is essentially 4 players who have been playing on tour recently and a bunch of jobbers who aren't good enough to do so. Would be better off having this as a Euro Tour, although I guess it's nice for the players involved to get on TV rather than on the most unreliable stream lol
