Back in the 70s and 80s with all the attractive female companions that was clearly the aim with its tatget audience of teen boys
absolutely, and for the dads too. Doctor Who has always been 'for all', as the broadest and (imo) greatest ever idea for a TV show. The actual trick is to make it good.

It was a last minute decision to create a face blur regeneration. Originally they were to have Hartnell fall to the floor and his cloak falls over his face. He later removes it from over face and he's a different man. Not quite so genius.

Worse still, Troughton wanted to play the Doctor in blackface with a turban. No jokes.
