Of course, and it's ridiculous to expect them to select Durrant. This is fully the PDC's responsibility. If Hearn thinks Durrant should be in the event (he should be in 100% IMO), it's up to him to give him a spot. He can give him a PDC or a BDO spot it doesn't matter really.
If he gets a BDO Spot will his winnings get counted towards the OOM.

They shouldn't count in that case. Only if he can get through the PDC qualifier.
