Minutes of Full Council Meeting
held on Sunday, 31ST January 2010


NETSPORTS TRAINING - PRESENTATION

Prior to the meeting a Power-point presentation to the BDO members was made by Richard Gorman of Netsports Training. It was very comprehensive and explained how a new Internet link could provide a new means of raising revenue for the benefit of the Counties and the BDO.

It was stressed that the introduction of the project would be at no cost to the members or to the BDO

The aim of this is to get grass roots darts players registered on line to enable them to access their results and achievements as well as having access to what other people and organisation are doing as well. There were a few questions put to Richard Gorman after the presentation.

The floor requested a hard copy of the presentation (this has been issued by email to all County contacts ).
At the end of the questions it was accepted that there were issues to be ironed out which will be addressed in ongoing meetings.

The floor agreed that Netsports should push forward with this and come back to us with an update as soon as possible.

1. Roll Call - see attached sheet

2. Apologies for absence – there were none received.

3. Minutes of the last meeting – these were proposed by London and seconded by Worcestershire.
The minutes were accepted unanimously.

4. Matters Arising from Minutes – there were no matters arising.

At this point the meeting Chairman opened the discussion on the PDC offer to buy the BDO.

Reference was made by the Chairman to the letter sent to the PDC and to the reply received, copies of which had been circulated by e-mail to all County contacts – he called for comments/discussion to commence.

Hampshire stated he did not want a takeover but wanted unification. He said it had taken the BDO 68 days to approach Barry Hearn and he is now being vilified for not answering in a few days. He stated that he is totally loyal to the BDO and was at the meeting for his players.

Worcestershire said that if a Company put in a bid they should have all the answers before they put in a bid. Also wants unification but have many concerns and don’t think Barry Hearn was right in his initial approach regarding his bid.

Northumberland said that she was here for her players and is very proud to be part of the BDO and the Inter-Counties system but asked what the BDO intend to do for the players to bring us forward and to keep our players.

Glamorgan said that they will come back as the PDC are introducing a new tour card system and there will be nowhere for them to play.

Scotland said that with regard to losing players to the PDC, they only have 211 members and of these 128 will go into the tour. The others will have to go with the Academy of Darts and this will cost them. No way does Barry Hearn want Scotland. We know Counties are struggling financially. The only suggestions for ways forward have come from Premier Division, other divisions should have some input to look for ways forward. Barry Hearn does not want to meet all the Counties only a representation.
Frank Branscombe did put together a letter, albeit he approached the PDC without going to the Board first and was out of order in doing so. Surely as an organisation we should say who can play in our organisation. We must protect our system.

Wales said that some Counties think they are going to get money, this is not so. Mr Hearn is not a nice person. He is only interested in £ notes. Would he give funds to England, Wales and Scotland for the International Teams? Martin Adams would not play for the PDC so he would have to give up darts. We must look after our players. He is not interested in Ladies darts as he states there is no money in it.

Surrey said that at the last meeting the London representative said she would rather meet her enemies face to face. Why only a delegation? Why does he want to buy us out? He should have the bottle to come and face us all.

Yorkshire re-iterated that you do not offer to buy out a company without any knowledge. He wants 100% control.

Worcestershire said they are open-minded but he should come and face us.

John Williams said that the BDO needs to put together a plan. The Counties are the BDO and they should move the BDO forward. We must start pushing the Organisation forward.

Hampshire said that he never asked to meet only a selection of Counties. His letter states a delegation.

Martin Adams said he has had experience of Barry Hearn and the PDC in Holland. We advised the promoter of those not to get involved BH. The allowed BH to get involved with the World Darts Trophy and the Darts League and in the process he nearly bankrupted the promoter. If you invite him here he will eat you alive. He will crush the BDO as he doesn’t like competition. He doesn’t like us having the World Masters and Lakeside.

Olly Croft said that the BDO was created for the players and officials. BH wants 100% control. The BBC approached Barry Hearn about a competition to be split 50/50 between the PDC and BDO and he said NO. The BBC want to know the outcome of this meeting. They want to know if we will be here next year. BH has stated that we won’t be. It is important that we move forward.

Robert Holmes said he and Olly attended a meeting last week with a major broadcaster and were told that Barry Hearn had already been there and told them the BDO was gone. He is controlling us even now as he has got us talking about him. I don’t think we should even be talking about him. We should take a vote today and make a decision. We have got to just say “No Thank You”.

Nottinghamshire said the BDO should stay as it is but wonder what will happen in the future. Is he waiting to set up his own County structure?

Yorkshire asked why does Barry Hearn want to buy a non-profit making organisation?

Highlands said there is no new information coming forward. We should vote.

Pembrokeshire said that it was voted not to have a meeting in January but this has been called to discuss the PDC. We should have a legal representative to meet Barry Hearn and find out what he is all about. Four or five years ago the situation with the PDC was put to the floor and there was a heated discussion and the floor went against the proposal not to play PDC players. The Counties can refuse to play them

The Chairman said that another discussion on that issue could take place in the AGM, but it would have to be duly proposed and seconded by members in accordance with the usual procedure.

Scotland said every player has a choice. We want players to give 100% to the BDO.

Surrey said that if we didn’t meet him we will be open to criticism. We need to instruct the Board to go forward for us. Our biggest asset is our players.

Staffordshire said the BDO had been going for 37 years and couldn’t understand why we were sitting here listening to all that is going on. 75% don’t want to talk about it. We have lasted 37 years without BH and we don’t want him now.

London said they do not play PDC players in their County. We do not want Barry Hearn. We must be seen to be united.

Yorkshire said Robert Holmes had suggested a good proposal. Can we not simply have a vote so that we can move forward.

Robert Holmes said we are giving too much credence to this man. If he takes over he will be taking over to make money. Our players will have to pay a lot of more money. He has already said publicly “He wants to destroy the BDO” “We are a bunch of amateurs and are polluting ‘his’ sport” “When he takes over he will sling everyone out”.

Worcestershire said we came here to make a decision. Why don’t we just vote.

Peter Senior, Yorkshire put up a proposal “We meet him or we don’t meet him”. This was seconded by Norfolk

An amendment was put to the floor “If we find the vote agrees to meet him it must be with all Counties”.

A vote on the amendment was recoded as: 63 Votes in favour and 2 Votes against.

The Chairman declared that the amendment had been carried by a majority vote.

The main proposal, after some discussion with the proposer, was slightly altered to state:

“We tell Mr Hearn that we reject the PDC offer”.

A vote on the amended proposal was recorded as: 56 Votes in favour and 8 Votes Against with 1 abstention.

The Chairman declared that the amended proposal was carried by a majority vote.

He advised the meeting that a letter will be sent to Mr Hearn rejecting his offer.

After a short break the Chairman returned to the Meeting Agenda

5. Financial Director’s Report – Just a reminder to say that although most counties are up to date there are still 16 Counties who have not paid their Super League registrations. Further penalties will be considered for counties out of compliance. The Director was asked if counties out of compliance can still play Inter-County. Yes they are allowed to play in the Inter counties system but will not be able to play in members only events. There are no penalties in place at the moment for Counties who have not paid their super league fees. This needs to be addressed at the AGM.

6. Fixture Secretary’s Report – the list of events have been handed out but there are a few additions. Northants – Sunday 6th June; Anglo Celtic Cup 2-4 July; Lancashire Darts Festival – 27/28 November; England Masters, Stockport and England National Singles – 17-18 July.

7. BICC Director’s Report – He asked Len Mutch to provide an update on the online registration programme for Super league registrations. Len said this will supersede the system in place at present. There will be a single database and 12,000+ names will have to be transferred to the new system. Roger has now produced a database which is based on last year’s data. All counties will be e-mailed showing how this will work.

The Board were asked how many Counties are not yet using Darts for Windows. And should the Board push forward to ensure that all Counties are using it? Next year everyone will be using it. Counties who are not happy to use will be persuaded that this is the way forward.

A discussion took place on the Premier Division suggestions. Mick Getty gave a precis of the meeting that took place, copy of the suggestions has been sent to all Counties. We must look towards improving the BICC. The Board should be looking at ways to put more money into the BICC. The Chairman said that they are looking into ways to improve. We have been offered the sponsorship from Rileys, which has not yet been received, and all Counties to get £50 for the advert.

The Board will try to reduce overheads. Once Darts for Windows is used by everyone there will be no necessity for result sheets to be printed. Registration Forms can be put on the website and downloaded by counties, again reducing printing costs. Less postage as everything can go out by email. We are trying for more sponsorship.

Essex – the bottom line is we need to put more money into our system. Worcestershire asked if we could get someone in to get sponsorship for the BICC. Glamorgan said that the £50 per county from Riley, totaling £3,300, could be used for something else instead of going back to the Counties. Lancashire said we need a plan to put to our players. Cambridgeshire said Rod had not replied to Jayne’s email. He has asked her to re-send it and if the Insurance Brokers agree each County can have a copy of the Public Liability Certificate. There was then some discussion on the Insurance we carry. The consensus was that we are paying too much for insurance and the Board agreed to look into this.

8 + 10 Player’s Directors’ Report & WDF Europe Cup Youth Report – Everything is going well with the players. Majority of the matches at Lakeside were excellent. I need to be informed by the end of the Month of nominations for Euro Cup Youth team. I would like to thank the Board and Sam Hawkins for the raffle at Lakeside which made approx £7,500 for the youth teams.

11. Tournament Director’s Report - Olly drew attention to the events listed with the Agenda. He said that the World Masters will not be staged in September. The BDO will be recognizing another event in the Australian Grand Prix system, namely the New South Wales Open.

15. Next meeting – Scheduled to be held on Sunday 18th April 2010. The venue will be advised later.

16. Any Other Business

Lancashire were not impressed with the commentating on Lakeside and felt it was abysmal. We need to get more professional. The Chairman agreed 100%. David Croft was taken to task over his incorrect information. Lancashire also said that Tony Green and David Croft had to mention PDC players. IMG must be taken to task over this.

Lincolnshire said that he was given information about Pauline Stafford at Lakeside and asked for an update. Jean Thomas and Sylvia Smart stated that they went to see her recently and said she is doing really well. She doesn’t know what treatment is next but in herself she is the old Pauline.

There being no further business the meeting closed at 14.37 pm.

Good weekend of golf ahead. Off to Wentworth on Saturday :D

Got my handicap down from 23 to 18.2 over the last couple of months. Shot a fucking great +13 for a net 65 the other day.

Well the Ryder Cup is next week. This weekend is the Solheim Cup which is the ladies version of the Ryder Cup
