A darts player has every right to slow his or her pace down, or speed it up. There's nothing in the rule book about having to play at a certain pace, nor about celebrating a score or checkout, which is why the crazy fine against Price after the 2018 Grand Slam final was just ridiculous, as he broke no rule. The fine was even more ridiculous when considering that his opponent did break rules (encroaching in the exclusion zone, shoving Price on the oche) and got a slap on the wrist.
