I don't think it's right to blame the players as they are not really gaming the system. They are following the rules which the PDC could easily change if they gave a shit.
It should be up to the PDC's discretion to make exceptions only in very special cases.

I know you're fighting an uphill battle if you fail to make the Worlds in your first year, but I can't remember such a ferocious battle for the top 64. Normally someone plummets down and out of the top 64, but apart from Kleermaker who wasn't going to keep his card, White, Lennon, Mario, Szaganski and Scutt all made the Worlds, and only White and Mario lost in the first round. A word too for Krcmar, who was on £76.75k in the tour card race before the final qualifier, and Hempel, who was on £61.75k, both finished well clear of the drop, but would have been fucked if they didn't make it (Hempel ultimately needed every single one of his wins to keep his card!)
