It won't be until next weekend at the earliest, as that's when the final Nordic/Baltic weekend before the World Cup is (the Finnish, Swedish and Latvian teams have already been set as they have 2 players on the main OoM, but the second Danish and Lithuanian players will be determined by the NB ProTour)

I imagine that in these doubles matches, when one player is much better than the other, it’s essentially like playing with a handicap, no?

Not really. In a game of pairs it can even itself out. There will be a few one sided games but I expect some tighter games and a couple of surprises

De Sousa’s partner last year for Portugal was so poor, pretty much a pub player. You can’t really get too far with a partner who’s averaging in the 60s

Kumar has just won 2 Asian Tour events too (in a watered down field, but he still beat some good players), so I'm disappointed he won't be there, but I'm sure there's a good reason for it
