Trying to piece together how exactly the system started is tricky.

The Top 96 in the PDC OoM were offered an automatic tour card. But there was a minimum event criteria to meet. You needed to have entered 10 PDC ranking events across the 2(?) years to be eligible I think.

Not everybody in the Top 96 took a card and the spots trickled down the list:
Four players from the original top 96 - Chris Mason, Lionel Sams, David Fatum and Scott Burnett - declined their Tour Card and have been replaced by Par Riihonen, Dave Smith, Stuart Dutton and Scott Rand, who were the next players in the PDC Order of Merit.

I think there is a similar requirement today as for minimum events. But its taking the piss really. You don't play 50% of the tour you should be booted out. Except vis maior cases

The 2011 Lakey semi-finalists were offered a card too when the system began: Martin Adams, Martin Phillips, Dean Winstanley and Jan Dekker.

All declined.

The same offer continued for a few years, met with almost 100% rejection. ]Hankey was the only player ever to accept it I think?
