The 2013 Challenge Tour was an interesting one, it was open to tour card holders, but only those under 25 and outside of the top 64. I know there are plenty of people who would like the Development Tour to have similar (if not quite exactly the same) eligibility rules

Cross went on to immediate stardom, Rydz didn't take that long to rise up the ranks, Smudger and Searle eventually hit form, but apart from that, it's pretty slim pickings, you'd have thought the Challenge Tour would have produced some better players considering it's basically the next best thing after the ProTour

Yeah Barnard was very dominant on the CT and then correspondingly horrific on the main tour. Without the middle bit. Quite weird.

David Evans did something similar ish I think?

Barnard dominated the Challenge Tour while being very solid on the ProTour, but then it all went to pot in the new year, I seem to recall he had mental health issues at the time
