What is your definition of a "quality" darts player

Quality could be reasonably used to describe a decent county level player who is comfortable at that level and doesn't have the ambition/skill to advance further in the game.
Likewise, it could also be reasonably used to describe a top or medium level pro.
Like I posted above, it's too vague a term. I'm more interested in defining what counts as an all-time great, a legend, an elite/top level player, a medium level pro, etc.
