He isn't underrated.
Why do you think most of his BDO majors were won between late 2009 and 2011? Because almost all of the other top players were in the PDC. When the BDO lost Anderson, Webster, and Whitlock in 2009, the darting war was more or less over. The BDO Worlds were mostly horrendous from 2010 onward.
Adams had chances to shine in cross-code events in the same way that Anderson and Waites did. He couldn't make the Matchplay final in 2 attempts, and didn't win the Grand Prix in 2001 despite Taylor going out early. Taylor and Lewis also spanked him in the WDT/IDL. He was also beaten by Andy Hamilton in the 2007 WDT.
Ranking him top 20 is fine, but he isn't top 10, let alone top 5.
Think I'll reword it slightly
I think Adams is underrated in terms of his ability as a dart player. This is because he doesn't actually have anything he was specifically known for being amazing at, e.g MVG/Anderson for scoring, Taylor/Lowe for consistency or Wade/Bob Anderson/Part for finishing.
A bit like Barney in that regard, just good at everything at their peak. No glaring weaknesses, like clutch doubles misses for Anderson pre 2015 or MVG now.
You never hear anyone say "a scorer like Adams" or a "finisher like Adams", so he's underrated at those things in that regard imo because he is very solid but not spectacular.
BUT
He's very overrated in terms of his personal impact on the overall game and tv tournaments. I completely agree on everything you mentioned about cross code events and him dominating in 2009-2011 because the best players had already split. A hell of a lot of you guys know a lot more on me on IDL/WDT so you'd have a better idea on how they went down.
Adams didn't switch and the PDC turned out just fine. If he had, it wouldn't really be much different than it is today. It would however have destroyed the BDO far quicker, but that's all irrelevant now. His achievements will age poorly compared to today's standard at the top.
He's not all time top 10 standard, (or 5 according to Mardle which is frankly ridiculous) and unlikely will ever be. Top 10 in the world 2009-12 absolutely but definitely not all time.
