Final was Martin Lukeman v Jason Heaver. And the winner is... he beat Hogan along the way.

Surprised there were only 143 entries, or was that because a lot of them were at the challenge tour

Yeah, you can do as many of these as you like, so the Challenge Tour takes preference for anyone that way inclined

Darts Database only has him down as playing one event ever, so I guess he goes by another name too?
