No, that was worded badly.

From the season rules:
4.3 (...) Entry to European Tour UK qualifying Events is open to any UK and non-European Full Member and any UK player ranked in the top 32 of UK players (including ties) of the Challenge Tour Order of Merit as of the Event entry deadline.
No change from last year.

PDPA site says the top 32 on the challenge tour can still enter the qualifiers.

Only the qualifiers admittedly, but the European Tour is back this weekend! British/Irish Challenge Tour players in the top 32 on the Order of Merit can take part in the badly named tour card qualifier, and Nordic/Baltic tour card holders who originally failed to qualify for any of the first three ET events of the year will get a second bite of the cherry it seems

Maybe Max is planning to play in the host nation qualifiers as they are both in Germany

Just looking at the list and the other Germans have all entered SW qualifier..
Max has missed 3 out of 4 PC events, albeit PC 3 due to a flight cancellation, and now ET 1 and 2.
I put him in my PC competition too, as I thought he may make an impact this year...

Just realised that he was seeded 11 so wouldn't need to play the qualifiers, so he obviously didn't enter..

1300-1400 - Registration for UK Qualifier 1-2
1500 - ET1 UK Qualifier Begins
1700 approx - ET2 UK Qualifier Begins
1700-1800 - Registration for European Tour Card Holder Qualifier 1-2
1900 approx - ET1 European Tour Card Holder Qualifier 1 Begins
2030 approx - ET2 European Tour Card Holder Qualifier 2 Begins
