Lowest ranked player winning TV tournament

Cadbury nearly won one this year, lost in the decider with the throw. He has no tour card yet.

Who's the lowest ranked winner of a TV tournament?

(pdc number 84 Don't talk about any joke events in the BDO)

MvG was 23rd in the ranking when he won the 2012 WGP

RvB was 32nd in the ranking when he won the 2007 World Champs
Thornton was 34th in the ranking when he won the UK open in 2012

Paul Nicholson was ranked 35th in the main OoM (seeded 21st through Pro Tour OoM) when he won the 2010 Players Championship Finals.

who knows how the BDO did things way back then, just always thought it was wave of Ollies hand and it was so.

Keith Deller came thru a qualifier to get into the BDO world champs but don't know his ranking at the time.
Thought Taylor got there via BDO ranking in 1990, but don't know.

PT13 knows I am sure as I am certain there will be a long post coming laying out the details of Filths road to the 1990 World Champs.

Only other "surprise" winners were scholten and painter but they would have been solidly ranked at the time.

An unseeded player back then could have been ranked as high as 9th though.

Hopefully PT13 will correct me if I am wrong, but I seem to recall reading Phil Taylor was ranked 18th directly prior to the 1990 world championships.
