Surely nobody disputes that? Bob Anderson was the best player in the world in the late 1980s. I think Eric Bristow saw him as a serious threat after their 1985 MFI World Matchplay final, which Bristow narrowly won. Anderson's 1988 World Championship win saw him consistently do high 90s averages, when technology was very inferior to today. He was playing as consistently well as peak Bristow at this time. And then there's the 3 consecutive World Masters wins, when you had to play every round as best of 5 sets (best of 3 legs per set) format. Anderson's record against John Lowe was excellent, winning something like 3 out of every 4 of their matches. Anderson was a World Championship semi finalist as late as 2004 and 2005, and beat official world number 1 Colin Lloyd at the 2006 World Grand Prix. Comparisons from 2003 onward are not reflective. The PDC field grew to 40 players in 2003, with the seeds only entering in round 2. From 2004-2005, the field grew to 56, and the seeds didn't enter until round 3. In 2006 the field expanded to 64. During this time, the BDO Worlds remained a 32 man field. If they want to compare averages during this period, then they would be better off comparing the tournament averages from the last 32 onward.
The fact that PDC Worlds was producing a higher tournament average by 2009 with a 64 man field, and therefore twice the games, says it all. By the mid-00's, the PDC was the stronger code. They always had the best player as well.

Most of the best players were in the PDC from the very start of the split in 1993. The original rebels contained nearly every previous TV tournament champion from the pre-split years. Of those that weren't one of the rebels, we had Dave Whitcombe who had gone into semi-retirement, Leighton Rees who wasn't playing tournament darts at the time, and Bobby George who stayed loyal to the BDO. Others were no longer playing.
What the BDO did have, at least until the mid 2000s, was a depth in the field. The PDC top players were more secure in their positions in the past, unlike in the last decade when they are always looking over their shoulders at players who could replace them. Still, there were exceptions to this even in the earlier period of the PDC, like how Shayne Burgess' form collapsed after early 2001, and after a one tournament resurgence to his vintage self at the 2003 UK Open, Burgess was gone from full-time darts. There was also Rod Harrington, who had a shocking 2002-2005 decline that was very fast indeed.

Comparing historical averages is all well and good, but to the general public, they know which World title is more important in 2017, and they know where they'll see the best players playing.
The "best of order" vs. "non-darts fans on the piss" is also a dead argument now too. We all know it.

Most of the rebels were also on the decline when they switched, or about to enter one. Taylor, Rod, Dennis and Warriner being the exceptions. To have longevity, the PDC had to build their stable, which was obviously going to take a good few years.
