I think Bristow did 53.36 against Manley at the 1999 World Championship. Manley averaged over 90 in the same match.

Even the infamous French vs. Nagakawa preliminary match at the 2009 World Championship saw them both average over 54.

I've just remembered a worse one. Scholten at the 2008 European Championship, struggling badly with a shoulder injury, averaged 51 something against Suljovic. Scholten was never really the same again after that. A few weeks earlier at the 2008 World Grand Prix, Scholten was still playing pretty well against Adrian Lewis.
