Who’s the best player to have never won a tour card?

Saw this tweet last night and it made me wonder, obviously not counting players who played before the existence of tour cards and players who have held one and lost one, who’s the best player who’s never won a tour card yet?

Cameron Menzies would probably be a decent shout but surely the fact he doesn’t have any sort of B game means there’s probably more consistent shouts out there

Out of those two, O'Shea, even though Fitton had lots more potential and once held the record for the highest average in a TV match. Fitton's doubling usually let him down, and cost him 2005 Lakeside when he played Barney in the semi finals (losing 3-5). But that's going back to before the tour card days. When they went to Q School, they were shells of their former selves.

Can you believe that was 12 years ago now? O'Shea remained a good player up to the 2013 Grand Slam, but after that his form seemed to fall away fast.
