Anyone who is a member of the European Broadcasting Union can enter. Which includes Morocco but they haven't entered since the 1980s.

I know, because of the 60th(?) anniversary, but still entered which is weird as it is an EUROvision song contest.

Australia is culturally similar to Europe. They even show the ESC live over there.
