As they beat the conference standard countries during the Euro qualifiers the ranking will rise again to a false high

Not quite, the way they operates takes into account the ranking of the other nation you are playing.

So if England beat Andorra 2-0 they would probably go DOWN in the rankings, would have to beat them 6-0 or something just to tread water.
