"THE Sheffield Council licensing officer who allowed Hillsborough Stadium to operate without a valid safety certificate before the disaster in which 96 football fans died is still employed by the authority - and has never faced disciplinary action.
David Bownes, who now works as an information manager at the authority, was singled out for criticism in the interim report by Lord Justice Taylor after the tragedy in April 1989 in which 96 Liverpool fans died.
The safety certificate for Hillsborough had become invalid after changes to the layout of the ground in 1981 and was not updated.
No action was taken for the failings over the safety certificate at the time, as blame for the disaster was still wrongly focused towards the fans.
However, following the report of the Hillsborough Independent Panel last week, supporters have been cleared of all blame for the disaster and the lack of a safety certificate highlighted as an important factor in what happened.
And, legal action, including manslaughter prosecutions, is now possible after the revelations by the Panel, which included that police officers amended statements to shift blame from commanders.
The capacity of the overcrowded pens where the tragedy happened was not even known and there were no means of counting the number of fans entering, the Taylor Report found.
At the time of the Hillsborough tragedy, Sheffield United’s Bramall Lane ground also did not have a valid safety certificate.
Lord Justice Taylor said Mr Bownes ‘bore the brunt of the council’s duties’ under safety laws, which included ensuring stadia had valid safety certificates.
He said attention given to updating Hillsborough’s safety certificate was ‘woefully inadequate’.
Lord Justice Taylor also said the council’s Safety of Sports Grounds advisory group, on which Mr Bownes sat and which involved representatives of the police and fire service, was ‘casual and unbusinesslike’.
Trevor Hicks, chairman of the Hillsborough Families’ Support Group and who lost two daughters in the disaster, said: “I am surprised Mr Bownes is still at the council and no action was taken against him.
“He is guilty of neglect at the very least.
“But nobody has lost a day’s wages over Hillsborough other than the families of those killed.”
Mr Hicks said the families were looking into possible action against South Yorkshire Police, individual officers including Sir Norman Bettison, now the West Yorkshire Police chief constable, and South Yorkshire Ambulance Service over the cover-up and changing of statements.
He said Sheffield Council, Sheffield Wednesday and the Football Association are also potential targets over the lack of safety certificate and the decision to host the match at Hillsborough."
Furthermore the incident with man united that was pointed out and the other incident that I showed from a 1981 fa cup with video evidence as well where there were injuries shows that hillsborough was a disater waiting to happen and was narrowly avoided, the video and the article are there. Now it wouldn't have been a problem if you had been right because the past incidents show it was a disater waiting to happen.
Like I said before "While scousers have to answer for heysel, Some people forget that it is a seperate incident from heysel and still let their emotions rule their reasoning over seperate and disconnected events, they will still connect the two and ignore the outcome of the enquiries into hillsborough 1989 which have absolved the fans because they prefer emotion over reason. They will ignore the fact that there were problems at the ground previously and that it was an accident waiting to happen, they will ignore the enquiries because they let their hate win over their reason," They will ignore the crowd mismanagement, the changing of witness statements, the enquiries that have absolved the fans of blame because of their hatred of scousers.
They will ignore the evidence, past incidents etc and independent enquries into hillsborough 1989 absolving the fans because of their hate for scousers and liverpool.

Fair enough. Still unfair he has probably been hounded into retirement though given the role he did at the end of his "career" was as far removed from Licensing as it comes.

Not only the licencing issue is relevant, but some coppers pranked a colleague a few months prior and got bollocked. Their guvnor got sent out from the Hillsborough station to somewhere in the sticks. He'd run the police operations for important matches for yonks and suddenly someone else, Duckinfield, who knows fuck all about policing football gets in a situation he doesn't understand and panics. Had those coppers not done that, the domino effect could have been very different.

The safety certificate was out of date, remember reading it from the Hillsborough Report. They (Eastwood and company, the engineers) made significant alterations to Leppings Lane in the late 70s or early 80s, ostensibly to combat the threat of hooliganism, but no amendments had been made to the certificate despite the fact they had 'created' new pens with a dividing fence.
The crush barriers were rarely tested and in poor condition (I believe one of them collapsed in either Pen 3 or 4 and that was why there was a large disparity between the number who died in pen 3 and the number who died in pen 4 - can't remember which way around though), and there was no way of counting the number of people entering each individual pen. Just how many people entered the ground as a whole. And of course, most people want to stand behind the goal.
There was a 'Green Guide' or something like that to do with safety at football grounds, but it wasn't compulsory. That after the deaths at Burnden Park and Ibrox. Burden Park was not long after WW2, and yet over 40 years later nothing had been done to ensure the fans safety. Pretty damning indictment of the FA, the Football League and the regard in which chairmen of football clubs hold their fans.
