And Higgins got away with agreeing to fix a match with a short ban. Surely all should get the same punishment?

I think the difference is that whilst Higgins agreed to fix a game, he never actually did (or at least wasn't found guilty of it) Lee has so I expect the punishment will be more severe

This I agree with. The manager got a life ban for brokering the deal but Higgins only six months I believe for agreeing to it
