Not at all surprised. Even with full crowds and tourism most cities make a loss.
I reckon the next announcement will be a huge scaling down for 2024.

There is virtually no community transmission at the moment. The big test is the Australian Open. So many positive tests and all the players and coaches are under strict controls, but only needs 1 slip and Melbourne will be in trouble.
