Have you tried ringing 101?
If a dog was trapped in a hot car it would be a police matter, same with a child in a house, this is no different imo.

Her brother apparently, they have gone away for a few days and he is going to pop in occasionally to feed and walk it.
I suggested leaving a young dog alone at night was probably a bad idea.
