Next door went out at 7pm last night and haven't come back
Dog has been barking and howling all night and is clearly in distress
Not sure at what point my irritation becomes concern

Have you tried ringing 101?

If a dog was trapped in a hot car it would be a police matter, same with a child in a house, this is no different imo.

Got back from my walk to a different car on the drive and all the windows open next door.
Spoke to a guy over the fence who I've never seen before.
Her brother apparently, they have gone away for a few days and he is going to pop in occasionally to feed and walk it.
I suggested leaving a young dog alone at night was probably a bad idea.
He told me to mind my own fucking business
