How to tune the height of the shot.

Dear all,
I'm pretty new at playing darts and I struggle to adjust the height of the throw. Is it a matter of adjusting the height of the arm or more a question of when you release the throw or even a question of adjusting the speed of the arm? For example, when you target a triple 20, what parameters are different from when you target a triple 19?
